2004 State of the Pavement Report- California The California Department of Transportation (the Department) is responsible for maintaining the State highway system. The State highway system has close to 15,000 centerline miles and over 49,000 lane miles.
To effectively manage this pavement, the Department conducts an annual Pavement Condition Survey (PCS).The 2004 PCS began in January 2004 and was completed in February 2005. The PCS identified 12,624 lane miles of distressed pavement requiring Capital Preventive Maintenance (CAPM) and
rehabilitation work. This is 7% higher than the 11,824 distressed lane miles reported in the 2003 survey. One of every four lane miles of California’s highways needs repair.

B Back to Basics: Maintenance and Operations Activities Improving Environmental Performance In the past, State Departments of Transportation (DOTs)mainly focused on
environmental compliance in setting environmental stewardship priorities.
However, in recent years, DOTs have been placing new emphasis on operations and maintenance planning. Incorporating environmental stewardship goals into operations and maintenance activities helps DOTs achieve continuous improvement in environmental performance. Many have developed successful programs with components such as plans for integrated roadside vegetation management, salt reduction, and water
quality improvement; overarching environmental management systems; and the addition of environmental specialists to the traditional mix of maintenance and construction staff. Many of these stewardship initiatives have also provided streamlining benefits.

Characterization of Unmodified and SBR Latex-Modified Evotherm® Warm Mix Binder A procedure to recover the representative emulsion residue for the Evotherm® warm mix system was developed.The polymer network formed in the SBR latex-modified Evotherm® residue does not prevent oxidation of the asphalt binder, but rather reduces the net effect of undesired changes in rheological properties of the asphalt binder upon age or oxidative hardening. Thus, modification with SBR latex polymer is expected to further prolong the service life of the Evotherm® warm mix asphalt pavement.

Concrete Pavement Overlays and Failure Mechanisms This is the second technical report that describes a series of tasks performed under TxDOT Project 0-4893. Crack and Concrete Deck Sealant Performance The objective of this research project was to define the current state-of-the-art regarding the use of bridge deck sealants and crack sealers to extend the life of reinforced concrete bridge decks. The role of deck sealants and crack sealers is to prevent chloride ion ingress, originating from deicing materials spread on the road, from penetrating into the concrete bridge deck and corroding the steel reinforcing bars. The prevention of corrosion in reinforcing bars is important because corrosion generates expansion and produces local tensile forces in the concrete deck. Due to the weakness of concrete to carry tensile forces, the deck will spall and eventually deteriorate.

Initially, the Ministry of Transportation, Ontario (MTO) experienced only limited success in sealing cracks because of the use of inappropriate materials and installation procedures. This setback, at the initial stages of development in crack sealing, raised questions concerning the effectiveness of crack sealing in reducing the rate of pavement deterioration.
In the 1970s and 1980s, MTO carried out several field studies to develop an effective crack sealing procedure and to study the influence of crack sealing on pavement distress and performance. As well, the cost-effectiveness of this treatment was investigated. The results of the studies indicate that sealing cracks is a viable and cost-effective preventive maintenance treatment which can extend the service of life of asphalt pavements by at least 2 years. However, for optimum benefits, the crack sealing program must be implemented according to the guidelines proposed in this paper. The guidelines provide a basis for the selection of suitable pavements and cracks, sealant materials, and application procedures.

Digital Image Rectification Tool For Metrification Of Gusset Plate Connections In Steel Truss Bridges A method was developed to obtain dimensional data from photographs for analyzing steel truss gusset plate connections. The method relies on a software application to correct photographic distortion and to scale the
photographs for analysis. The approach enables rapid and accurate collection of dimensional measurements compared to traditional methods. Users can quickly create AutoCAD drawings by collecting dimensional
information about the gusset plates from the photographs. The rectified photographs provide a record of field conditions that can be compared with subsequent field inspection results to help identify and quantify long term changes in visual characteristics. The implementation procedure is straightforward and does not require specialized knowledge of photogrammetry. It can be practically employed under field conditions using current technology and personnel, and it reduces the likelihood of data entry errors. Dimensional measurements from the method provide results that are as good conventional field measurements and are within tolerances that most engineers would find reasonable for gusset plate connection capacity evaluations.

Driving Down Lane-Departure Crashes - A National Priority Of the more than 42,000 people killed on our nation’s highways annually, over 25,000—almost 60 percent—died in crashes caused when their vehicles veered from the lane. In some cases, the vehicle crossed the centerline and was involved in a head-on crash or opposite direction sideswipe. In others, the vehicle left the roadway to roll over or impact one or more natural or man-made objects, such as trees, utility poles, bridge walls, embankments, or guardrails. And even though the rate of highway deaths has continued to decrease over the past two decades, the number of highway fatalities in the United States has remained steady. To address these devastating statistics, AASHTO by resolution of their Board of Directors in October 2007, embarked on a plan to cut fatalities by half within two decades, with an ultimate goal of zero deaths on our nation’s highways. To accomplish this goal, we need to reduce the number of traffic fatalities by approximately 1,000 per year.

Environmental Handbook for Transportation Operations This guidance has been developed based on the typical activities, experiences and procedures of the NYSDOT. It includes specific internal procedures of the NYSDOT and does not include requirements for activities and facilities not typically present within the NYSDOT.
Although this is a NYSDOT guidance document, other transportation agencies including county and town highway departments, other maintenance operations and entities may find the information helpful
and useful. Users should consider the applicability of the cited regulatory requirements and procedures that were developed based on NYSDOT experiences and adapt them to their own specific operations.
For instance, interagency MOUs or other agreements referenced in the guidance, have been negotiated between NYSDOT and the regulatory agencies. These MOUs are specific to NYSDOT and may not apply to other entities. The EPM outlines WSDOT’s legal requirements related to environmental, cultural, historic and social resources and is a keystone of WSDOT’s
Environmental Management System (EMS).
The information contained in the EPM supplements the wide range of technical expertise among WSDOT Engineering, Environmental, Highway and Local Programs, and Planning staff, as well as local agencies and consultants. It provides consistent, current, and accurate guidelines for complying with federal and state environmental laws and regulations for all phases of project delivery. The guidance provided by the EPM assists WSDOT project proposals by encouraging early consideration and documentation of environmental issues during project scoping, alternative development, and preliminary design. It also provides guidance on complying with environmental requirements during
the construction and maintenance phases of a project as well as addressing utilities and surplus property sales.
Updating this manual is a continuing process, due to the ever-changing status of environmental policies. Users are encouraged to submit the Process Improvement Suggestion Form provided with the manual to help guide future updates. For convenience, the manual is also available on the WSDOT Environmental Services Office Web Site and on Compact Disk.

Evaluation of the Cost Benefits of Continuous Pavement Preservation Design Strategies Versus Reconstruction The Arizona Department of Transportation (ADOT) has traditionally employed continuous pavement preservation (consisting of a myriad of treatment options that cost-effectively address existing pavement
problems) as part of an overall design strategy to maintain the highest levels of service for highway users.
However, with concern about the effects of continual weakening of substructure material layers on preservation treatment performance and cost, ADOT sponsored a study to determine the cost-effectiveness of the continuous preservation approach as compared to a reconstruction strategy. Another goal of the study was to determine the break-even point for the continuous preservation and reconstruction strategies (i.e., after how many rehabilitation treatments does reconstruction becomes equally cost-effective as continuous preservation).
Using inputs such as pavement performance/life estimated primarily through pavement survival analysis, best estimate unit costs derived from historical data, work zone-related user costs, and a specified analysis period and discount rate, the total life-cycle costs for each of four alternative strategies (one continuous preservation strategy,
three reconstruction strategies) for each of 15 commonly occurring pavement scenarios in Arizona were determined and compared. The results of the analysis showed a consistent reduction in total life-cycle costs with a corresponding increase (from 0 to 2) in the number of rehabilitations between original construction and the first
reconstruction event. Results also showed that for 9 of the 15 scenarios, total life-cycle costs associated with the third reconstruction alternative (i.e., two rehabilitations occurring prior to the first reconstruction event) were within 3 percent (sometimes higher, sometimes lower) of the total life-cycle costs of the continuous preservation strategy. Hence, the break-even point between the two strategies typically occurs after two to three cycles of rehabilitation.

Field Evaluation of Porous Asphalt Pavement This report summarizes the construction and early performance of a field trial of a Porous Friction Course (PFC)in Indiana. The PFC is compared to an adjacent section of Stone Matrix Asphalt (SMA) constructed at the same
time using the same binder, coarse aggregate and fiber. Those mixes are also compared to a similar conventional Hot Mix Asphalt (HMA) surface.
Field Evaluation of Rout and Seal Crack Treatment in Flexible Pavement This report documents a four-year evaluation study of rout and seal crack treatment for flexible pavements conducted by MTO, Thirty-seven test sites were selected across Ontario, covering different climatic and environmental conditions, Each test site was divided into five sections, 750 m long, with the control section in the middle. The performance of each test section was monitored for four years through condition surveys and photographs. Also, roughness measurements and cored samples were
taken. A three-part analysis was carried out and the results are presented in this report.
The analysis investigates:
1) the effect of rout configuration on sealant bond failure;
2) the influence of the treatment on pavement distress manifestations; and
3) the cost-effectiveness of this treatment in terms of extended pavement life.
The results indicate that sealant bond failure in 40 mm wide x 10 mm deep rout configuration is significantly less than in 19 x 19 or 12 x 12 rout size. Secondly, the rout and seal treatment seems successful in retarding secondary crack growth and subsequently reducing the pavement distress manifestation index (DM!). Finally, the cost-effectiveness study based on limited data seems to indicate the treatment has the potential to increase pavement life by about 3-4 years.

Minnesota Highway Spending Report #97-06 Since 1972, transportation spending in Minnesota has shrunk from 13 to 8 percent of state and local government spending. Meanwhile, traffic on Minnesota’s roads has increased about 80 percent. While some point to national data showing Minnesota’s trunk highways to be in much worse condition than the national average. However, data also indicate that state and local governments in Minnesota generally spend about 40 to 60 percent more per capita on highways than the national average.
In this report, we attempt to resolve some of these apparently conflicting facts. We focus primarily on the State Trunk Highway (STH) system in Minnesota.

Procedures for the Estimation of Pavement and Bridge Preservation Costs for Fiscal Planning Facility preservation generally refers to the set of activities that are carried out to keep a facility in usable condition until the next
reconstruction activity. For fiscal planning and programming, it is necessary to know the expected costs of preservation projects and how long they would last. Such information, coupled with minimum standards and facility inventory data enable estimation of overall monetary needs for bridge and pavement preservation, and would assist INDOT in undertaking appropriate programming and attendant financial planning over the long term. However, detailed engineering analyses are not possible every year because of the time and effort involved, therefore simple procedures to help estimate annual pavement and bridge preservation needs are useful for long-term fiscal planning.
The study methodology consisted of first undertaking a full analysis based on engineering principles and detailed work in order to determine pavement and bridge needs for a period of time. Then simple procedures to estimate yearly pavement and bridge preservation costs were developed and the results were compared to the detailed engineering needs. Deterioration and cost models to establish engineering needs were developed using an array of statistical techniques including analysis of variance and regression analysis. Using the deterioration models, system inventory and minimum standards, the level of physical needs was
determined for the entire pavement and bridge network over the analysis period. Finally, using the identified physical needs and developed cost models, the monetary needs were estimated. An age-based approach (that considers fixed time intervals instead of deterioration trends and minimum standards) was used for the bridge preservation needs. Based on the historical expenditure records and the amount of work performed in the past, simple regression models were developed to estimate future annual pavement and bridge preservation needs. The results obtained proved to be consistent with the engineering analysis.

State Greenhouse Gas Emissions: Comparison and Analysis Congressional Research Service(CRS) Report for Congress
Greenhouse gas (GHG) emissions data can be described in several
different ways, which may lead to inconsistencies when comparing data from different sources.
In this report, GHG emissions include the following gases: carbon dioxide
CO2), nitrous oxide, methane, perfluorocarbons, hydrofluorocarbons, and
sulfur hexafluoride. Only emissions from human-related activities are
included. To examine the emissions data in aggregate, data from the six gases are converted (based on the global warming potential of the gas) into a single unit of measure: million metric tons of carbon dioxide-equivalents (MMTCO2E). One million metric tons equals one teragram (1012 grams), a measure used by some sources to describe emission levels. Moreover, other reports may provide emissions data in metric tons of carbon-equivalents. To convert carbon-equivalents to CO2-equivalents, multiply carbon-equivalents by 44/12.
Unless otherwise noted, the data in this report come from the World
Resources Institute’s Climate Analysis Indicators Tool (CAIT). The CAIT state data are compiled using the Environmental Protection Agency’s State Inventory Tool and default data for each state. Many states have prepared their own emissions inventories with more precise data, but most of these inventories only cover 1990 emissions. Although there may be slight data discrepancies between CAIT and the state inventories, CAIT serves as a homogeneous data source, providing estimates for all states and all GHGs through 2003.
This report does not include land use, land use changes, or forestry
(LULUCF) in emissions or intensity data. Data from these sources are
generally considered less robust than data from other sources.

Transportation Division Road Maintenance Annual Plan July 2007 Santa Barbara County’s Road Maintenance Annual Plan (RdMAP) is the vehicle
by which the Maintenance Section of the Transportation Division completes its mission. The mission of the Transportation Division is to “ Provide a Clear Path, a Smooth Ride and a Safe Trip.”
The proposed projects identified in this document are selected using public input and requests, the MicroPaver Pavement Management program, Board of Supervisor priorities, and staff’s professional assessment of Transportation’s facilities and roadways. Using these sources of information a scenario is developed whereby our limited funding can best address the needs of the roadway infrastructure.
After conducting public meetings for the North, Central, and South sections of the county, in which additional public input is received and incorporated into the plan, a finalized Annual Plan is presented to the County Board of Supervisors for adoption.

Warm-Mix Asphalt European Practice Warm-mix asphalt (WMA) is a group of technologies that allow a reduction in the temperatures at which asphalt mixes are produced and placed. These technologies tend to reduce the viscosity of the asphalt and
provide for the complete coating of aggregates at lower temperatures. WMA is produced at temperatures 20 to 55 °C (35 to 100 °F) lower than typical hot-mix asphalt (HMA). In 2007, a team of U.S. materials
experts visited Belgium, France, Germany, and Norway to evaluate various WMA technologies through the Federal Highway Administration’s International Technology Scanning Program.
The scan team learned that the benefits of WMA technologies include reduced fuel usage and emissions in support of sustainable development, improved field compaction, which can facilitate longer haul distances
and cool weather pavement, and better working conditions. A range of technologies is available to produce WMA. European agencies expect WMA performance to be the same as or better than the performance of HMA. Although several areas need to be addressed as these technologies are adapted to U.S. materials and production practices, the scan team believes that the United States has no long-term barriers to WMA
use. With additional research and trials, the team expects that highway agencies will allow WMA as an alternative to HMA.
