Director
Larry Galehouse is a professional engineer and licensed surveyor with extensive experience in pavement preventive maintenance and the management of highway systems. He is currently the Director of the National Center for Pavement Preservation (NCPP), an institution he helped found in 2003 in collaboration with industry, government, and academia to advance and improve pavement preservation practices through education, research, and outreach. As Director, Mr. Galehouse administers NCPP's operations including budget, education, long-range research plan, and outreach programs, while serving in consultation with the Center's Advisory Board and Michigan State University to insure attainment of NCPP's strategic goals.
Since forming NCPP, Mr. Galehouse has successfully engaged in outreach efforts with state and local highway agencies by developing guidelines, integrating pavement management systems with preventive maintenance programs, and writing specifications designed to improve treatment performance and extend pavement life. Under Mr. Galehouse's guidance, NCPP's educational endeavors are successfully introducing pavement preservation concepts to pavement practitioners throughout the country. For example, Michigan's Asset Management Council, recognizing the importance of pavement preservation, has contracted with NCPP to present a series of courses to public officials over the next several years. Mr. Galehouse frequently presents the benefits of pavement preservation and the value of NCPP at conferences and workshops throughout the country.
Mr. Galehouse has also played an instrumental role in forming Regional Pavement Preservation Partnerships to serve as ongoing forums for sharing information and exchanging improvements in research, design, specifications, materials and construction practices. The partnerships, which are administered by the NCPP, link pavement professionals from public agencies, contractors, suppliers, academia, providing them with a common purpose to improve and promote the benefits of pavement preservation.
Mr. Galehouse's previous experience was with a large state highway agency where he successfully developed a statewide Pavement Preservation Program, beginning with a budget of $6 million and eventually growing to a $75 million annual program. He also developed and administered statewide guidelines to extend the useful pavement life of state highways. In addition, he authored and implemented numerous program specifications including some of the state's first warranty specifications for Preventive Maintenance treatments. Mr. Galehouse serves as Chairman of the Transportation Research Board's Pavement Maintenance Committee (A3C05) and Co-Chair of the Task Force on Roadway Pavement Preservation (AF020T).
Mr. Galehouse, who graduated from Michigan State University in Civil Engineering and from Ferris State University in Surveying, is also a veteran of the U.S. Navy having served in Naval Mobile Construction Battalion 71.
