From time to time, Task Forces or Working Groups of persons possessing special knowledge or expertise are initiated for the development of programs, tasks, and activities, or to perform other actions which promote the objectives of preserving our nation’s infrastructure. National Center for Pavement Preservation (NCPP) facilitates and coordinates the related activities as well as provides technical support.

Emulsion Task Force (ETF)
ETF Objectives
ETF has four overarching objectives:
- Advance the effort to develop performance-based methods and specifications for asphalt emulsions.
- Advocate adoption of uniform national standards
- Advance quality assurance, training, and certification
- Ensure the implementation of new test methods, quality systems, and identify future needs.
Concrete Task Force (CTF)
Concrete Objectives
Similarly to ETF, CTF has also four overarching objectives:
- Advance the effort to develop methods and specifications for concrete-related preservation treatments and technologies.
- Advocate adoption of uniform national standards
- Advance quality assurance, training, and certification
- Ensure nation-wide acceptance and implementation of new test methods, quality systems, and identify future needs.
