About the National Center for Pavement Preservation (NCPP)

Established in 2003 at Michigan State University, the National Center for Pavement Preservation (NCPP) advances a nationally coordinated, data-driven approach to preserving and extending the service life of the nation’s transportation infrastructure. Its founding reflected a shared vision among transportation agencies, policymakers, academia, and industry to elevate preservation from a collection of isolated practices to a core, strategic pillar of modern transportation asset management. While originally focused on pavements, NCPP has expanded its mission to include bridge preservation and equipment management, strengthening stewardship of transportation assets collectively valued in the trillions of dollars.

Since its inception, NCPP has served as the nation’s principal hub for transportation asset preservation research, workforce development, technical assistance, and technology deployment. Through leadership in multi-state collaboration; delivery of national training and technical forums; enhancement of workforce capabilities; promotion of standardized, data-informed practices; provision of equipment management guidance; and cultivation of practitioner networks, NCPP enables consistent, scalable preservation implementation across jurisdictions.

NCPP’s sustained commitment to innovation, stakeholder engagement, and technical excellence aligns with national priorities to maintain, modernize, and enhance the resilience of the transportation system. Its work advances key national goals related to asset performance, fiscal responsibility, and long term stewardship of public resources.

As a result, the Center plays a pivotal role in institutionalizing preservation as a core element of transportation asset management – improving asset performance, enhancing cost-effectiveness, and supporting sound, accountable public investment.
