MPPP Task Forces

From time to time, a Partnership’s Board or Steering Committee may appoint working groups of persons possessing special knowledge or expertise for the development of programs, tasks, and activities, or to perform other actions which promote the objectives of the Partnership.

For their duration, each of the task forces (or action item committees) will have a leader(s), a defined work scope, a list of deliverable items, and an expected completion date.

Task Force	“Data Group”

Work Scope	State Treatment Data Collection – Collect agency preservation data and post on the TSP•2 Website. Treatments and Specifications Database – Collect agency preservation treatment specifications and post on the TSP•2 Website.
Deliverable Products / Expected Completion	State Treatment Data Collection – Establish a database of state agency preservation treatments to include estimated treatment life, estimated pavement life extension from the treatment, and average treatment cost. Expected completion by June, 2017. Treatments and Specifications Database – Compile a list of state agency preservation treatment special provisions to include the number of years the specification has been in use, and an estimate of the degree of success the agency has experienced with the specification. Expected completion by December, 2017.

Task Force	“Proposed Research”

Work Scope	Identify needed highway research not being done or in progress.
Deliverable Products / Expected Completion	Needs statements for consideration by the Pavement Preservation University Transportation Center (UTC). Cost estimates for needed research.

Task Force	“Contractor Certification”
Leader(s)	John Senger (Illinois DOT)
Members	Clinton Bryant (Indiana DOT), Mark Gawedzinski (Illinois DOT), Jerry Geib (Minnesota DOT), Allan Johnson (Wisconsin DOT), Rick Rowen (South Dakota DOT), Todd Shields (Indiana DOT).
Work Scope	Improve the quality and consistency of pavement preservation treatments to achieve higher levels of performance, predictability, and effectiveness. Stress importance of AASHTO SCOM resolution “Resolution to Support the Development of a Pilot Certification Program for Pavement Preservation”.
Deliverable Products / Expected Completion	Survey of member states to determine their training needs. Communicate and promote availability of existing training opportunities. Strawman for project inspector training requirements for state agencies on specific treatments. Strawman for contractor qualification criteria that could be incorporated into pre-bid qualifications.(South Carolina has started a Certification Program.  Jim Feda is the contact.  Determine their implementation plans.)[Expected completion to be determined.] This Task Force has been sunset.

Task Force	“Preservation Products, Processes, and Performance Evaluations”

Work Scope	Collect new product / process data from agencies. Develop procedure for evaluating new products / processes. Survey current reporting methods.
Deliverable Products / Expected Completion	Procedure to allow the regular use of a new product with limited or no competitors (sole source). [March 2014] Uniform reporting method to evaluate the results of pavement preservation products and processes. In turn, their continued use will be more easily justified. [March 2014] This Task Force has been sunset.
